How is home care paid for?

We help you with the application, free of charge

The Dutch care system is clearly divided. The government arranges heavy and long-term care through the zorgkantoor (care office). The municipality supports you in daily life and with your independence. District nursing (wijkverpleging) and personal care at home are covered by your health insurance.

Which scheme applies to you depends on your situation. RytelZorg looks at this with you and guides you through the whole application.

The schemes

Which scheme suits you?

Long-term Care Act (Wlz)

For whom: people who permanently need care or supervision nearby 24 hours a day, for example with dementia or a severe disability.
Application: through the CIZ, which issues an indication. The zorgkantoor arranges the care.

Social Support Act (Wmo)

For whom: people who want to keep living independently at home, with support.
What: guidance and structure in the day.
Application: through the municipality, after a conversation about your situation.

Health Insurance Act (Zvw)

For whom: anyone who needs nursing or personal care at home.
Application: a district nurse (wijkverpleegkundige) sets the indication. District nursing does not count towards your deductible (eigen risico).

Personal budget (pgb)

Under the Wlz or the Wmo you can choose a pgb. You then purchase care yourself from the care provider of your choice. The Sociale Verzekeringsbank (SVB) pays the care provider.

Private

No indication, or need extra care? You can also pay for care yourself. We discuss the options and costs clearly in advance.

Your rights, clearly explained

Home care is well organised in the Netherlands. These are the most important rules for you.

Wkkgz: quality and complaints

The Wkkgz (Care Quality, Complaints and Disputes Act) requires every care provider to deliver good and safe care and to have a clear complaints procedure. RytelZorg is registered with the Inspectie Gezondheidszorg en Jeugd (IGJ) and has its own complaints procedure.

Zvw: no deductible

District nursing, such as nursing and personal care at home, is part of the basic insurance and does not count towards your deductible. The amount reimbursed can depend on your policy (natura or restitutie).

Personal contribution through the CAK

For Wlz or Wmo care you usually pay a personal contribution. The CAK calculates and collects it. The amount depends on the scheme and your situation.

pgb rules

With a pgb you are the budget holder. You sign a care agreement with your care provider, which the SVB checks before paying. The hours worked are accounted for.

Decision periods

After your application, the municipality usually carries out the Wmo assessment within six weeks. The CIZ usually decides on a Wlz indication within six weeks. If you disagree with a decision, you can object within six weeks.

Privacy (GDPR)

We handle your personal and medical data confidentially, in line with the General Data Protection Regulation. We only share what is needed for your care and its funding, always in consultation with you.

Questions about funding

With a pgb, can I choose RytelZorg myself?

Yes. With a personal budget you choose your own care provider. We help you with the care agreement and the arrangements with the SVB.

What does the care cost me?

That depends on the scheme. For the Wlz and the Wmo you usually pay a personal contribution through the CAK. District nursing through your health insurance does not count towards your deductible. For private care we discuss the rates in advance.

How long does an application take?

The municipality and the CIZ usually need a few weeks. We help you submit a complete application straight away, to avoid unnecessary delays.

What if my application is rejected?

You can object within six weeks of the decision. We are happy to look at the options with you.
